Regulations 
of the International Chess Festival
"MOSCOW OPEN 2008"
 
        International open chess festival "Moscow Open 2008" takes place in Moscow on February 2-10, 2008. The venue is Russian State Social University (RSSU), located at building 5, 4, V. Pika street (“Botanicheskiy sad” metro station).
          Main organizers of the Festival  Moscow Chess Federation (MCF, www.chessmoscow.ru), Russian State Social University (RSSU, www.rgsu.ru) and Committee of Sports and Entertainment events Committee under the Moscow Government supported by the Physical Culture and Sports Committee of Moscow  (Moskomsport, www.mossport.ru), Prefecture of the Northeast district of Moscow, Russian Chess Federation(RCF, www.russiachess.org), Association of Chess Professionals (ACP, www.chess-players.org) and International School Chess Union  (ISCU www.iscu-rgsu.ru).
          Festival “Moscow Open 2008” consists of 4 tournaments: «Open À», «Tournament », women Open «Ñ» and children tournament «D». Every tournament is run under Swiss system in 9 rounds. Total guaranteed prize fund is 5 000 000 rubles. Rate: 1 USD 24,3 RUB on 27.11.2007.
  
«OPEN A»: open for all players regardless of rating.
The tournament is Russian Cup 2008 (www.russiachess.org ) stage  and  «ACP-tour » 2007-08 ( www.chess-players.org) stage.

CHILDREN TOURNAMENT “D” (TOURNAMENT OF SCHOOL CHAMPIONS)
 
It is an elimination tournament of the European Cup among school champions (Greece, April 28 May 6, 2008)
 
Age groups (for boys and girls separately): under7 (born in 2001), under 9 (1999), under11 (1997), under 13 (1995), under15 (1993). 
 
The D tournament prize fund: 300 000 rubles.
 
The prize fund shall be distributed as follows:
 
  • winners in age groups (8 persons in total) will be provided with free accommodation and meals  in Greece in accordance with the Regulations of European Cup among school champions;
  • prize winners in age groups (second and third places, 16 persons in total) will be provided with free plane tickets to Greece for the flight Moscow- Salonika-Moscow for participation in the European Cup among school champions.
 
Three prize winners of each tournament will be awarded with Memorable Cups; all the participants will get symbolic badges of International School Chess Union. 
 
Time control: 90 minutes per game for each opponent with additional 30 seconds per each move starting from the first one. 
 
The tournament is run according the Swiss system in 9 rounds (round-robin tournaments are possible for younger age groups).
 
Rounds 1-8 start at 4pm, the last round starts at 11.30 am. 
 
D tournament ends at 4.30pm on February 10, 2008
 
Starting fee is 500 rubles per participant. 
 
Prize distribution scheme
 
Each participant is entitled to get only one prize the major. In case the score is equal, the prizes shall not be divided and the winners shall be determined according to the following extra criteria: 
 
1) «The progress» - the amount of points collected by the participant after each round,    
2) Number of wins,  
3) the best Buchholz Cut (without taking into account the lowest score of the opponent, for those who took “buy” only all the played games are taken into account).  
 
In case the person wins equal prizes in several categories, the prize will be presented according to the priority of the categories: 
 
Open «À»: 1) Major prizes, 2) in the categories with rating 2300 2449, 3) veterans, 4) «gentlemen», 5) juniors, 6) in the category under  2300, 7) boys. 
 
Open   «Â»: 1) Major prizes, 2) under 2000, 3) not rated, 4) veterans, 5) «gentlemen», 6) juniors, 7) boys. 
 
Open «Ñ» (women tournament): 1) major, 2)in the category with rating of 1900-2200, 3) women-veterans 4) young women 5)girls 6)rated under 1900 and not rated
 
According to the Russian legislation, all the prizes are subject to taxation. When obtaining the prize, RF citizens should have an insurance pension certificate (copy or original)
 
 
CHARACTERISTICS OF OPEN A SYSTEM
In the first four rounds of “A” tournament all the participants play in three groups with three different moduses: 
1) À-9: classic   (1 hour 45 minutes for each player with additional 30 seconds for each move starting from the first one) 4 days (February 2-10),          
   2) A-7: classic with 2 games  per day  2 days (February 4-10), 
   3) A-6:  rapid  chess with 30 minutes per game with additional 10 seconds for each move starting from the first one) 4 games per day (February 5-10).
 
In the first four rounds all the participants can order (strictly before the drawing of lots of the first round starts) one “buy” (a draw without a game). From the fifth round all the participants play in one group one round per day with a classic control.
  
“Open A” participants, taking part in first four rounds with a rapid control and those taking a “buy” shall be not able to qualify for Russian Cup.
 
TOURNAMENT B AND C SYSTEM:
 
Open “B” and C” tournaments shall be run according to the classic scheme (one game per day) with time control of 1 hour 45 minutes for each player with additional 30 seconds for each move starting from the first one. 
 
Attention: Russian State Social University is a non-smoking area!
 
APPEALS COMMITTEE 
 
Appeals Committee consists of 3 major and 2 reserve members. Each protest (appeal) shall be submitted   to the Chairman of the Appeals Committee (without voting power) within an hour after the end of the round. Protests against drawing of lots shall not be accepted, except for the cases of violation of Swiss system rules (2 participants can not play each other more then once). Every player that submits a protest shall deposit a fee of 3000 rubles. This deposit shall be returned by the Appeals Committee if the protest is satisfied. 
 
CONDITIONS OF PARTICIPATION
 
All the expenses of participants (transfer, accommodation, meals and tournament fee) shall be incurred by the home organization or the participants themselves.   
 
         “A” Tournament:
 
Grandmasters FIDE rated above 2625 shall be provided with accommodation and meals from February 1 (evening) till February  11 (morning) for those choosing classic  modus (9 days); from February 3  (evening) till   February  11 (morning) for those taking part in  classic modus (7 days); from  February 4 (evening) till February  11 (morning)  in case of choosing rapid + classic modus. You are kindly requested to send the application forms till December 15, 2007. 
 
           “C” Tournament (women):
 
 Hotel and meals shall be provided for Grandmasters FIDE rated above 2475 from February 1 (evening) till February 11 (morning). You are kindly requested to send the application forms till December 15, 2007.

The registration of participants shall be over on January 15, 2008. The organizing committee shall be entitled to refuse to register participants after January 15, 2008. For the participants that get the registration confirmation (admission to the tournament) after January 15, 2008, the tournament fee shall be increased by 1000 rubles.  
 
In order to register for “A”, “B”, “C” tournaments, it is necessary to:
 
  1. fill in the on-line application form on the Festival web site www.moscowchessopen.ru or
    To fill in the application form in MCF office located at the address: Building 2, house11, B.Dmitrovka street or
  2. To send the application form to MCF via fax: +7(495)694-65-91
    pay a tournament fee via bank transfer within one working day after the application form completion.
 
All the fees are accepted according to the FIDE rating as of the day of payment.
 
Foreign participants shall effect a tournament payment in rubles on February 1 and 2 (till 12pm) in RSSU in accordance with the time of tournament entry form sending.
 
In order to register for “D” tournament, it is necessary to:
  • upload the application form on the website www.moscowchessopen.ru (or from the website www.iscu-rgsu.ru) and send it via email to International School Chess  Union (iscu@mail.ru) or via fax: 8 495 169 97 90, 8 495 425 61 96;
  • to pay a tournament fee within one working days after the application form completion. Tournament fee (in rubles) shall be transferred in cashless payment to the bank account of Moscow Chess Federation (see above).
  • registration shall be held on February 1 in the tournament hall of RSSU (third building, room 300) at 10am-7pm.
 
VISA
 
In connection with New Year holidays, you are kindly requested to begin to make a visa application  to Russia in December. In order to make a visa, you are to make a copy of your passport and to fill in the form (download from the website) and send it by email: moscowopen@gmail.com

When checking-in, a booking fee will be charged in amount of 25% of room daily rate.
